Louisville's Metro Police Department is cracking down on foot and vehicle protests that have taken place citywide for more than 70 consecutive days — a move that some activists said Sunday is an 'intimidation factor' intended to silence their calls for racial justice.

Department officials announced Sunday afternoon the department no longer will allow protests in public streets. Instead, participants are confined to sidewalks and must follow pedestrian and traffic laws. Those who do not comply could be cited or arrested, police spokeswoman Jessie Halladay said.

In response, local protesters told The Courier Journal their regular marches and demonstrations are intended to disrupt the city, and they will not stop protesting until the three officers who fired their weapons the night Breonna Taylor was killed face criminal charges.

Taylor, a 26-year-old Black woman, was shot and killed by LMPD officers March 13 during a narcotics investigation at her South End apartment.

'The objective and the goal is to disrupt just as much as (police) disrupt people's lives,' said Chanelle Helm, a member of Black Lives Matter Louisville, which organized a march through downtown Sunday night. 'I don't think anybody is really bothered by them. They decided they want to spend all type of money to keep coming out and interrupting and just assaulting people.

'They claim that they're worried about the laws, but they break the laws every time they get out there.'

Halladay cited 'an increase in aggressive behavior over the past week, including several incidents Saturday night,' as the reason for Sunday's announcement.

Beginning Sunday, Halladay said, pedestrians will be required to stay on sidewalks, out of the streets, and to follow all pedestrian traffic laws. Cars and people on foot will not be allowed to block intersections, she said.

Around 7 p.m. Sunday, more than 150 people had gathered at the Muhammad Ali Center in downtown Louisville to organize for a march for Taylor and Michael Brown Jr., the latter of whom was fatally shot by police in Ferguson, Missouri, six years ago Sunday. Brown's father attended a protest in Louisville on Saturday.

Before the march, set to begin at 8 p.m. and go to Jefferson Square Park, organizers reminded the group that the demonstration would be peaceful and to be wary of police, given the new restrictions on protests. But those rules would not keep demonstrators from showing up and exercising their constitutionally protected rights, organizers said.

A police helicopter circled above, and organizers asked white participants to stand in front of Black marchers should they be confronted by police.

LMPD's move came less than 24 hours after protesters marched and drove through the Fourth Street Live entertainment district, where some people flipped tables and overturned chairs. Upon the protesters' return late Saturday to Jefferson Square Park — which has served as home base for the protests since they began May 28 — 12 people were arrested.

One incident Saturday night captured on video showed at least one protester kick a truck during the caravan, though people at the scene and speakers at a Kentucky Alliance Against Racist and Political Repression press conference on Sunday morning said the driver had instigated the conflict by confronting the protesters.

'We were disappointed by the violence last night and deeply sorry for those who were impacted by scary, tense incidents,' Mayor Greg Fischer said Sunday in a statement. But protesters' vehicle and foot caravans have posed serious safety risks in prior weeks, she said, adding that reckless and dangerous behavior is frequent during the street demonstrations.

Halladay said in an email that the department had several conversations with protesters about 'unsafe behavior in the caravans,' and that there was outreach to protesters on Sunday afternoon about the enforcement change.

The ACLU of Kentucky said Sunday it has 'serious concerns' about LMPD's 'sudden decision to restrict protest activity' and would be monitoring the department's actions closely.

'Over the past months, we have seen a pattern of overblown and inappropriate reactions to a community that is rightfully upset with its government's delay in holding the police accountable,' spokeswoman Amber Duke said in an email.

The group said LMPD must not target protesters with criminal charges or 'chill protesters' First Amendment rights,' and said it would be 'unconscionable' for the department to subject protesters to potential exposure to COVID-19 in the jail 'based on activity that just yesterday LMPD allowed.'

Until Freedom, a national organization that has said it plans to stay in Louisville until the officers responsible for fatally shooting Taylor are arrested and charged in her death, said in response to the crack down that its members 'and our local partners will not be deterred.'

'We want to remind LMPD that there is a constitution and the people of Louisville have every right to protest whenever they feel like it. It's called democracy. .. LMPD needs to prepare for some 'good trouble' that's coming in the next few weeks in the spirit of Congressman John Lewis,' Until Freedom co-founder Linda Sarsour said.

Louisville Metro Councilwoman Barbara Sexton Smith, D-4th District, who represents downtown, said Sunday night she supports 'creative protesting and innovative civil disobedience,' but she added, 'Roadways are intended for traffic to be able to move.'

'When we have people marching in the streets in a city bound up with one-way streets … it has made it impossible for other citizens exercising their right in the public right of way to drive down the street,' she said. 'Where do you draw the line?'

Sexton Smith described seeing pedestrians and bicycles block roads around 7th and Main streets downtown on Friday, forcing drivers to turn around.

'All I could think was, 'I hope to God no one gets hurt,'' she said. 'I welcome our law enforcement trying to keep and working to keep our public right-of-ways safe for everyone.'

Councilman Anthony Piagentini, R-19th District, was part of a bipartisan group of council members who sent a letter to Fischer in late July demanding he create a list of expectations for protesters and enforce the laws. They wrote they were growing 'increasingly concerned about the lack of enforcement of ordinances and statutes designed to protect our community.'

On Sunday, Piagentini said the police announcement was 'better late than never,' but that he would have liked greater transparency. He also said Fischer's management of the police has led to unjust enforcement in some circumstances and a complete lack of enforcement in other areas.

Councilwoman Jessica Green, D-1st, however, said the change seems 'outrageous' and that the timing of the change is 'suspect,' given Until Freedom's recent presence.

There's nothing that stops LMPD from addressing dangerous situations, such as if vehicles are driving the wrong way on the road or driving recklessly, she said. But the department doesn't need to stop people from protesting in the streets.

'This is what protest calls for — it calls for, at times, walking in the streets. It calls for the status quo to be disrupted,' Green said. 'Nobody wants anybody driving down the street in the wrong direction — but the idea that there can be no protesters in the streets?'

'If the city has the resources to arrest people for protesting just because they're walking in the street or driving down the street, then this city has a lot more money than I thought we did,' Green added.

Montez Jones, a local entertainer often present at the protests, said he and other leaders will encourage children and young people to follow the mandates.

But 'we ain't stopping,' he said, even if there are more citations and arrests. 'We're marching tonight, and we're ready for anything to come our way.'

Our Elddis Wisp 450CT was in open storage for about 18 months owing to ill health.
Unfortunately there were cracks/splits in the ABS front panel and they allowed water ingress. The resulting damage was quite atrocious and saddened us somewhat.
This is how the underside of the front shelf looked when we opened the front locker. If you look carefully you maysee the drop of water ready to fall.

I started to examine the extent of the damage to decide whether I was capable of repairing it.

There is no point in going any further with this repair unless I can permanently fix the splits in the ABS. The two major splits are above the centre window - one toward the offside and one toward the nearside. I've been told my many people this is very common on the old Elddis Wisps.

I was told a new ABS front panel would be £450+.
I spent ages phoning dealers, searching the net and talking to others about the best method to repair ABS. Apparently the best method is welding, but the machines cost more than the front panel.
I discussed it with the dealer I bought it from and they suggested thin aluminium behind the split with plenty of sealant and fill the front with sealant too. Even gave me a bit of an old ally panel.
I found lots of ABS repair kits on the net but I couldn't help thinking about the welding. Any weld uses the same material as filler so how could I fill the splits with ABS filler.
Brainwave! --- What will dissolve ABS? I searched and searched the net and eventually discovered that the solvent for ABS is pure acetone. Where to get it? Well I got it in the local co-op and also from Boots, Incidenatally Boots would only sell one small bottle 50ml per customer as it seems this is an ingredient in bomb making. Edit I found out too late that acetone can be bought much cheaper - less than £5 a litre!
Anyway , now I needed some ABS and it's amazing how many plastic items are not. My test was to dip a finger in acetone and touch the material - if it immediately goes sticky then it's ABS. I found an ebay seller who put up a special sale for me for a sheet of ABS about 2mm thick (I needed some for a home project anyway). IIRC it was about £10 inc postage.
I cut some strips of ABS and covered them with acetone in a small plastic container not affected by the acetone. In a short time I had a pure ABS paste/glue.
My method of repair was to fix large pieces of the ABS sheet behind the splits using the paste and more acetone and then fill the void at the front using the paste. Fixing the patches proved to be a messy job but easily cleaned.

Here is a view of the front with shelf removed, rotten framework removed and patches fitted.
Also weatherproofing fitted as the weather is very changeable.



Now all I have to do is fill the splits from the outside and fix the 3 or 4 minor cracks and then rebuild the framework, source and fit wallboard, Refit window seals & Blinds/flyscreens and then repair or renew the front shelf. Not much then, eh?

WARNING!
The centre section of timber above the fwindow was rotten but the ends were sound. I wanted to remove the remaining sound timber so I could replace it in line with the ends of the two remaining top frame pieces.
It is between the little top shelf with fabric front and the ABS front panel - very difficult to get at. I decided to use a 1' auger in my power drill and this worked very well. Unfortunately I went a wee bit to far and the outside edge of the auger touched the curved aluminium roof panel in three places - enough to leave 3 very small cuts just above the top front rail. Just a wee bit further and I'd have 3 1' holes in the roof to repair! My first mistake - TAKE HEED.
I've temporarily covered the cuts and I intend to fill them properly and perhaps cover with small decals.


I managed to source 4.8m X 120mm X 21mm thick dressed redwood at a local timber merchant, exactly the same thickness as the original timber. I cut this to the various lengths and widths of the original pieces and cut half lap joints where necessary. I screwed & glued the individual pieces, in situ, to finish the new framework.

The vertical timber with four screws is 70mm wide. The original frame had two pieces 32mm and 28mm with plastic T section tape between them to cover the wallboard joint (same as that at the left of the picture). I tried everywhere I could think of to source this tape but failed to find a supplier. Hence the use of 70mm timber. I'll show how I fitted the wallboard later

I managed to salvage some of the polystyrene insulation as I could not get any in 21mm thickness. I also decided to cut and fit new corner pieces from 21mm plywood.

No doubt you have guessed that my next project is repainting the garage door!

After completing the frame I then temporarily fitted the wallboard and marked it for cutting.

Update edit - Got the caravan serviced and a few weeks later we went for five nights to Blackpool South CC Site.
Glad to say everything was great. Well tested as there were some very, very heavy showers.
